Digital Mapping Platforms in Norwegian Rescue Services in Northern Norway: Uses, Challenges, and Impacts
Description
During the year 2021-2023, Norwegian rescue services in northern Norway used a variety of mapping platforms of digital maps, the majority of which do not cater to search-and-rescue (SAR) actions and are not interoperable. Maps are used as information and decision support tools for action planning, after-action assessments, communication and coordination, safe navigation, and situational awareness.
The use of maps differs per the needs of responders, timing and location, the availability of functionalities, and the availability of information. Due to the whereabouts of a SAR effort, certain functions of mapping platforms can be inapplicable, affecting the operational needs.
Furthermore, SAR practices are influenced by the availability and quality of information integration functions on digital mapping platforms. The use of maps should be analysed and enhanced with attention to where, how, and when they are practised, integrating context-specific functions and information
