IMPLEMENTATION OF PROJECT EVELYN (EVERY LEARNER YIELDS IN READING) OF CONSUELO ELEMENTARY SCHOOL: BASIS FOR ENHANCEMENT PLAN

This quasi-experimental research investigated the effectiveness of Project EVELYN (Every Learner Yields in Reading)—a school-based reading intervention designed to improve the oral reading fluency and comprehension of intermediate-grade learners at Consuelo Elementary School, Santa Marcela, Apayao. The study was conducted over three academic years (2022–2025), tracking the same cohort of learners from Grades 4 to 6 using a pre-test and post-test model. The participants were assessed using two standardized tools: the Philippine Informal Reading Inventory (Phil-IRI) and the Functional Literacy Assessment Tool (FLAT). Reading intervention programs under Project EVELYN—EL DOOR, ASAP, and REDUCES—were implemented as differentiated strategies based on learners’ performance levels and reading profiles.

Quantitative data analysis revealed a statistically significant improvement in learners’ reading performance across all grade levels, with the most substantial gain observed in Grade 5. Mean scores in both Phil-IRI and FLAT assessments showed upward trends, supported by p-values less than 0.01. These findings affirm the effectiveness of Project EVELYN and lead to the rejection of the null hypothesis, indicating that the intervention significantly improved reading outcomes.

The study draws on Vygotsky’s Zone of Proximal Development, Chall’s Stages of Reading Development, and Rosenblatt’s Transactional Theory of Reading to frame the interventions theoretically. The integration of localized and contextualized materials further supported comprehension and engagement, aligning with principles of culturally responsive pedagogy. This study concludes that Project EVELYN is a scalable and replicable model for improving functional literacy in elementary education. It recommends the institutionalization of the program, sustained teacher training, use of dual-assessment protocols, and further research to support policy integration and program expansion.
