The file format is Sigmet. The following code can be used to read it:

The radar's system clock was incorrect during 2021, but not 2019. 
5 hours need to be added to files during 2021 for them to be accurate. 
This impacts the filename and the metadata in the file.

This corresponds to 2021-07-31 22:43:30
