BlueBrain/eFEL: Interpolate all

Description

From this release on 'all' features trigger an interpolation of the voltage trace (by default to a dt of 0.1 ms). To make the interpolation closer to numpy.interp() the C++ implementation of the interpolation was altered. There is now a regression test on the interpolation output. Some features have slightly different values now, but the differences are very small.
