    <dct:description>&lt;p&gt;&lt;strong&gt;Schlussfolgerungen&lt;/strong&gt;&lt;/p&gt; &lt;ol&gt; &lt;li&gt;Eine CO&lt;sub&gt;2&lt;/sub&gt;-Bepreisung als zentrales Instrument, um den Dekarbonisierungsprozess und die Einhaltung der Reduktionsziele zu steuern, w&amp;auml;re &amp;auml;u&amp;szlig;erst hilfreich.&lt;/li&gt; &lt;li&gt;Durch eine Pro-Kopf-Aussch&amp;uuml;ttung der gesamten Einnahmen aus einer CO&lt;sub&gt;2&lt;/sub&gt;-Bepreisung (Klimadividende) und weiterer zielgenauer sozialpolitischer Ma&amp;szlig;nahmen kann eine wirksame CO&lt;sub&gt;2&lt;/sub&gt;-Bepreisung auch politisch zu einem Erfolgsmodell werden.&lt;/li&gt; &lt;li&gt;&amp;Uuml;bergangsweise ist ein Carbon-Leakage-Schutz f&amp;uuml;r Unternehmen notwendig, die ansonsten Probleme im internationalen Wettbewerb bekommen. Bestimmte industrielle Prozesse m&amp;uuml;ssen gesondert betrachtet werden.&lt;/li&gt; &lt;/ol&gt; &lt;p&gt;&lt;strong&gt;Was jetzt zu tun ist&lt;/strong&gt;&lt;/p&gt; &lt;ul&gt; &lt;li&gt;Deutschland: Versteigerung der Zertifikate im nationalen Emissionshandel ohne eine Preisobergrenze vorziehen.&lt;/li&gt; &lt;li&gt;EU: So schnell wie m&amp;ouml;glich einen Emissionshandel f&amp;uuml;r alle CO2-Emissionen einf&amp;uuml;hren ohne Preisobergrenzen. Harte Emissionsobergrenzen im ETS 2.&lt;/li&gt; &lt;li&gt;Pro-Kopf-Aussch&amp;uuml;ttung der gesamten Einnahmen aus der Bepreisung von CO2 (vollst&amp;auml;ndige Klimadividende).&lt;/li&gt; &lt;/ul&gt; &lt;p&gt;&amp;nbsp;&lt;/p&gt;</dct:description>
