Criminal law governs crimes and violations of the public interest, and these acts are punished with a punishment that is suffering. Bureaucratic reform is a program to accelerate changes in public administration in the areas of politics, economics, bureaucracy and law. This study aims to determine the implementation of regional rules and minimize criminal offenses, starting with the process of eliminating criminal offenses and formulating regional rules during the annual assessment of regional rules in the regional government. The approach used in this study is a regulatory study and the type of study is a literature review. The results of this study show that the formation of suboptimal territorial regulations and the enforcement of territorial regulations by the registry offices by the police are one of the factors that determine criminal offenses in the assessment of regional regulatory legal documents, which annually include local implementation.
