  <dc:description>Based on the distribution of a global CO2 budget among countries via a weighted distribution key that incorporates emission and population shares in a base year, this tool can be used to calculate the following for all countries in the world:


	Implicit population weighting starting from a national budget that can be derived from an NDC, for example.
	National budgets based on an explicit weighting of the population.
	Here is a simplified web app for this purpose: http://national-budgets.climate-calculator.info.
