    <description descriptionType="Abstract">&lt;p&gt;Based on the distribution of a global CO2 budget among countries via a weighted distribution key that incorporates emission and population shares in a base year, this tool can be used to calculate the following for all countries in the world:&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;Implicit population weighting starting from a national budget that can be derived from an NDC, for example.&lt;/li&gt;
	&lt;li&gt;National budgets based on an explicit weighting of the population.&lt;br&gt;
