Variants of P4P schemes to engage thirdparty investors in energy efficiency

Description

In this deliverable, we focus on the financial stakeholders’ view with respect to funding payment for performance (P4P) programmes in the EU. In doing so, we distinguish between public and private investors. This document mainly provides the perspective of the private investor, as it is ultimately expected that public finance (subsidies, guarantees, etc.) will have to leverage private funding into the energy transition. Hence the title of this document: ‘Variants of P4P schemes to engage third-party investors in energy efficiency.’ Rather than plainly reporting the financial stakeholders’ view, we have opted to formulate the insights obtained into recommendations for the future deployment of P4P pilots in the EU promoting energy efficiency as a resource.
