The Decree of the President of the Republic of Uzbekistan PPF-No. 5544 dated September 21, 2018 “On approval of the Strategy for Innovative Development of the Republic of Uzbekistan for 2019-2021” specifically states that the development of human capital as the main factor determining the level of the country’s competitiveness in the international arena and its innovative progress , is the main objective of the Strategy.
