Displacement is undoubtedly one of the greatest challenges facing the world today. At the end of 2020, more than 82 million people across the globe were categorised as forcibly displaced, whether remaining within their countries of origin or having crossed an international border. If this group were a country, it would rank 20th in the world in terms of population, right after Germany. An increasing number of refugees – 16 million in 2020, or 4 million more than in 2016 – find themselves in a long-term situation of vulnerability, dependency, and legal insecurity, lacking, or actively denied, opportunities to rebuild their lives. Such situations are termed ‘protracted displacement’. While not captured in these statistics, internally displaced persons (IDPs) may also find themselves in situations of protracted displacement. While the protracted nature of many conflicts is a critical contributing factor, there is considerable room for improvement in policies and practices to more effectively address protracted displacement.
\n\nThis is where the EU-funded Transnational Figurations of Displacement (TRAFIG) research project has aimed to contribute. Undertaking more than 2,700 interviews with displaced persons, policymakers, and practitioners in 11 countries across the Middle East, East Africa, and Europe, the TRAFIG project investigated the reasons why people end up in protracted displacement situations and what coping strategies they use, thus identifying possible courses of action for policymakers.
\n\nThis handbook shares 10 takeaways for strengthening policy responses to protracted displacement that have emerged from this endeavour, with empirical examples and policy recommendations, as well as a non-exhaustive list of promising practices for inspiration. These 10 points centre on the TRAFIG project goal of identifying solutions that are better tailored to the needs and capacities of displaced persons.

\nIn line with the principle as open as possible, as closed as necessary both public and restricted content is accepted. See note on how Zenodo handles restricted content.
\nEU programme beneficiaries are eligible to submit content to the community. The community supports three types of content submissions:
\nSubmission via an EU Project Community (through user interface or programmatic APIs).
\nSubmission directly to the EU Open Research Repository.
\nAutomated harvesting from existing Zenodo content.
\nA representative of an EU project may request an EU Project Community and invite other project participants as members of the community. The project community is linked to one or more European Commission grants. All records in the project community are automatically integrated into the EU Open Research Repository immediately upon acceptance into the project community.
\nAny user may submit a record directly to the EU Open Research Repository. The submission will be moderated by Zenodo staff for compliance with the minimal required metadata requirements and its correctness.
\nRecords found among Zenodo’s existing content will on a regular basis automatically be integrated if they are found to comply with the requirements. The submissions through this method are integrated into the EU Open Research Repository with delay in a fully automated way.
\nRecords in the EU Open Research Repository are required to comply with the following minimal metadata requirements:
\nVisibility: Both public and restricted (with or without embargo and/or access request)
\nResource types: All resource types.
\nLicenses: Public and embargoed records MUST specify a license.
\nFunding information: Records MUST specify at least one grant from the European Commission.
\nCreators: Creators SHOULD be identified with a persistent identifier (e.g. ORCID, GND, …), and affiliations SHOULD be identified with a persistent identifier (e.g. ROR, ISNI, …)
\nSubjects: Records SHOULD specify one or more fields of science from the European Science Vocabulary.

The overall objective of the project is to develop solutions for protracted displacement situations (PDS) that are better tailored to the needs and capacities of persons affected by displacement. Current policies struggle to find solutions to forced displacement.
\r\n\r\nRefugees and internally displaced persons (IDPs) are often stuck in ‘limbo’, i.e. living in situations of vulnerability, dependency and immobility, due to continuous cycles of displacement and a lack of durable options. The project will therefore aim at answering the questions whether and how PDS, dependency and vulnerability are related to the factors of connectivity and mobility. It will further look at how in turn, connectivity and mobility can be operationalized to enhance the self-reliance and resilience of displaced people.

We undertake comparative research in Africa, Asia and Europe
\r\n\r\nTRAFIG carries out trans-disciplinary, applied research to advise policymakers and to contribute to public debates. We apply both qualitative and quantitative research methods in camps and cities in Africa (Ethiopia, DR Congo, Tanzania), the Middle East (Jordan, Pakistan) and Europe (Greece, Italy, Germany).
\r\n\r\nWe apply an innovative concept
\r\n\r\nTRAFIG introduces a novel research perspective—the figurational approach. On this basis, we investigate displaced people’s lives and dependencies, local relations between refugees and hosts and transnational network connections. We consider connectivity and mobility as resources that enhance the resilience of displaced people.
\r\n\r\nWe support policymakers and practitioners to help the most vulnerable groups
\r\n\r\nTRAFIG reviews policies and legal instruments in recipient countries and on the European and global level. We develop a ‘Toolkit for Practitioners’ with which the needs of displaced people can be assessed and the risk of protractedness be measured. We provide knowledge that helps to design solutions that are tailored to displaced people’s own capacities.
\r\n\r\nWe seek to give a voice to and empower those affected by displacement
\r\n\r\nTRAFIG aims to empower displaced people through a participatory research approach and by allowing them to tell their story in interviews and videos, through a photo exhibition, and by bringing these voices to the attention of policymakers, in media and the public.

TRAFIG is grounded on the concept of ‘transnational figurations’, which stresses the networks and interdependencies of displaced people at distinct places, but in particular across borders of nation-states.Our central hypothesis is that the more connected and mobile refugees and internally displaced people (IDPs) are, the less likely it is that they end up in a situation of protracted displacement (PDS) and vice versa. Our research thus focuses on the local and transnational connectivity and mobility of people. This includes both displaced people as well as host communities.
