Updating the line parameters for CH3Cl in HITRAN2016

Recent experimental measurements and calculations were used to update the self- and air- broadening coefficients of CH3Cl. The semi-empirical method was used to compute the self-broadening coefficients of CH3Cl. The air-broadening coefficients of CH3Cl were calculated by a semi-classical approach. 

The 1900-2600 cm-1  spectral region was completely with line positions and intensities calculated based on the recently analyzed Fourier transform spectra. The algorithm we used to update the broadening and temperature dependence parameters is described in this report and the corresponding CH3Cl file is provided which contains the traditional 160 characters.
