Le télétravail : oui, mais pas trop ! Enjeux et limites du télétravail en bibliothèque universitaire et de recherche

Résumé : Le télétravail a fait une entrée discrète dans l’enseignement supérieur et la recherche depuis son déploiement en 2017. Dans les bibliothèques universitaires et de recherche en particulier, sa mise en œuvre s’est vue entravée par les nécessités du service public et une certaine défiance des encadrants. Cependant, en réponse à la crise sanitaire liée à la Covid-19, il s’est totalement imposé, modifiant profondément la perception de cette modalité de travail et suscitant même un nouvel engouement chez les agents. À l’aide de l’enquête nationale menée durant l’été 2020 auprès des personnels des bibliothèques de l’enseignement supérieur et d’entretiens semi-dirigés, ce mémoire dresse un premier bilan du télétravail et propose une lecture croisée entre les pratiques des agents et des managers, tout en interrogeant les conditions de son accessibilité. Dans ce prolongement, cette étude présente, au-delà des seuls aspects techniques qu’induit le télétravail, une analyse détaillée de ses implications sur l’organisation fonctionnelle des établissements et engage plus largement une réflexion sur les pratiques managériales en bibliothèque.

Abstract : Telework has made a discreet entry into higher education and research since its deployment in 2017. In particular in university and research libraries, its implementation has been hampered by the needs of public service and a certain mistrust of managers. However, in response to the health crisis linked to Covid-19, it has been fully implemented, profoundly changing the perception of this work modality and even arousing a new enthusiasm among agents. Using the national survey conducted during the summer of 2020 among higher education library staff and semi-structured interviews, this thesis draws up an initial assessment of telework and proposes a cross-reading of the practices of staff and managers, while questioning the conditions of its accessibility. In this extension, this study presents, beyond the technical aspects of telework, a detailed analysis of its implications on the functional organisation of institutions and, more broadly, a reflection on managerial practices in libraries.
