Needs and content of public officials' vocational trainingin the context of human capital development of the Kherson region in the reforms conditions

The priorities of public administration professionalization at the regional and local levels are revealed. An analysis of the need to increase the competencies of civil servants in the context of the implementation of the NADS policy. Analytical research was conducted among civil servants on the implementation of administrative reform, development of professional competencies and priorities of their professional training and motivation to increase the level of professional training. A sociological survey was conducted among employees of public authorities of Kherson region in order to determine expectations from the reform of decentralization of power. Factors influencing the development of human capital on the example of Kherson region are given. Conclusions on the strategy of human capital development of Kherson region are made. It is emphasized that the basis for ensuring the principle of professionalism of the civil service can be considered the professional competence of a civil servant, specified in the Law of Ukraine “On Civil Service”. One of the most important tasks for public authorities has been identified the introduction of digital technologies in the management decision-making process, which will improve the quality of public services. The ways of realization of the regional Program “Human Capital Development” for 20172023 in accordance with the educational direction are outlined. Clarifications are given on the Concept of development of the digital economy and society of Ukraine for 20182020 and the importance of digitalization as a recognized mechanism of economic growth is emphasized. According to the author, under a systemic state approach, digital technologies will stimulate the development of an open information society as one of the essential factors for the development of democracy, productivity, economic growth and quality of life of Ukrainian citizens. And the existing system of training, retraining and advanced training of civil servants and local government officials can become a basis for testing and implementing innovative approaches to the use of digital technologies in the educational process.
