DETERMINATION OF CAPACITY CALCULATION INPUT DATA

Abstract — With the initiative of Energy Community, and in cooperation of majority of SEE TSOs and several regulators, the initial methodology for coordinated capacity calculation in SEE region has been defined. This methodology is a starting point for further business process development. In accordance with already applied practice, NTC approach is adopted, and one of preconditions for coordinated capacity calculation is determination of input data in the view of Critical Network Element and Contingency (CNEC) pairs and Remedial actions.
CNEC pair is composed from two network element: Critical Network Element – CNE, whose loading is monitored during the calculation, and Contingency whose outage is simulated during the calculation. Network element, cross-border or within one control area, whose sensitivity on the transaction between two control areas is greater than defined sensitivity threshold, will be considered as CNE. Network element for whose outage sensitivity of CNE is greater than defined sensitivity threshold, will be paired with the given CNE and in that way one CNEC pair will be created. CNEC pairs determined in this way represents one input data for coordinated cross-border capacity calculation.
The aim of the paper is to propose a methodology for determination of CNEC pairs, as input data for NTC calculation in SEE region. Results of CNEC pairs determination for NTC borders of three TSOs will be presented.
