This is the first Github release of FIPS in response to acceptance in the Journal of Open Source Software (JOSS). Features differing from the prior 0.1.0 mainly pertain to the JOSS manuscript, and changes to vignettes, documentation, and contribution guidelines. See #3 for in depth review. There are no changes to existing APIs or functions in this release.
