Legal Basis of the Municipal Strategic Planning as Direction of the Regionalization: Experience of the Republic of Bulgaria and of Ukraine

The balanced national regional policy makes it possible to transform the region from the ordinary administrative-territorial unit into the territory with developed human and intellectual resources, a market economy, social values etc. The municipal strategic planning must guarantee not only a stable and worthy standard of living for the members of the community, but also a strong and dynamic development of both regions and the state.

Problematic issues of the implementation of principles of the regional state policy in Ukraine comprehensively discovered in publications Ya. Vermenich, S. Makovsky, E. Putyatin, S. Rimarenko, RV Tulchynsky, etc.. Some aspects of the strategic planning of the local development in Ukraine were covered in published works O. Berdanova, V. Vakulenko, N. Smentina, A. Fialkovskaya, etc. The purpose of the article is to identify municipal strategic planning as an important direction of the regionalization and determine features of the legal regulation of strategic planning of local development in Ukraine and the Republic of Bulgaria.

In the Republic of Bulgaria, as in other EU Member States, strategic planning for local development is the foundation of regional development programs, which are developed on the basis of an analysis of existing reserves and the potential of administrative-territorial units. At the state level, there is a generalization of capacities of different regions throughout the country in order to balance their socio-economic status and develop measures that ensure of equal and worthy living conditions of population. Within the framework of EU cohesion policy, the coherence of spatial development and planning perspectives municipalities is an important and effective instrument for the rational using of the potential of regions and municipalities. Legal acts of the Republic of Bulgaria defines municipal strategic planning as the important direction of regionalization. At present, Ukrainian legislation does not directly regulate of the municipal strategic planning as part of the complex system of the state regional policy. Considering the European integration policy of our country, it is worthwhile to receive the experience of  legal regulation of the municipal strategic planning of the Republic of Bulgaria.
