pysal/segregation: Network, Decomposition, & Refactor

Description

This is a major new release of segregation with many new additions, major API changes, and lots of bug fixes.

Several things were added and tweaked. We have now updated class names in favor of the pep8 style, new single group measures, multigroup measures, local segregation measures, a decomposition framework, street network based distances measures and a multiscalar segregation profiles on urban street networks. Also, many other issues were closed.

Of course that nothing of this is possible without the help of the awesome PySAL team (http://pysal.org/about)!
