This document, entitled "Scholarly Communication and Open Access: Actions for a Public Policy in Latin America", was written by LA Referencia for the regional authorities of this organization that attended the annual Global Research Council meeting. The document is published and disseminated to promote the discussion and construction of a joint vision that needs to be strengthened and updated in light of the challenges faced by Open Access in the region in the short and medium term.
\n\nThe article also reviews the challenges faced in Latin America and reinforces the need to take actions so that totally or partially publicly financed results are Open Access, as well as the central role S&T organizations play to achieve this.
\n\nBased on the regional reality, general principles and actions are proposed for Open Access repositories, consortiums, and journals to have a more systemic point of view from a public policy approach. The document concludes with the need to discuss initiatives such as "Plan S", specifying the points of agreement and disagreement, given the regional context, regarding topics such as article processing charges (APC) or an assessment of the role of repositories.

Red que apoya las estrategias nacionales de Acceso Abierto y Ciencia Abierta en América Latina mediante una plataforma con estándares de interoperabilidad, compartiendo y dando visibilidad a la producción científica generada en las instituciones de educación superior y de investigación científica.
\r\n\r\nA partir de los nodos nacionales, se integran artículos científicos, tesis doctorales y de maestría, provenientes de más de un centenar de universidades e instituciones de investigación de los ocho países que hoy conforman LA Referencia. \n\n\nOpenAIRE has grown through a series of project phases funded by the European Commission: from the DRIVER projects to link Europe’s repository infrastructure, to the first OpenAIRE project aimed to assist the EC in implementing its initial pilot for Open Access (OA) to publications, and, through several further phases which have extended and consolidated the OpenAIRE mission to implement Open Science policies.
\n\nOpenAIRE’s ambitious plan for the future will enable the social and technical links to make Open Science a reality in Europe and beyond. It will ddress on one hand, key aspects and challenges of the currently transforming scholarly communication landscape and, on the other, will actively seek and promote new solutions in the realm of new technologies and expanding amounts of information that better suit the needs of Researchers, Innovators, the Public and Funding bodies.
