In this paper, I define a theory of 'informational wellbeing' based on the capabilities approach to wellbeing. This theory defines the relationship between 'informational capabilities,' such as the ability to control access to one's personal information, and overall wellbeing. This theory is flexible, measurable, and non-technical. It is intended to help policymakers and social scientists to assess the impact of technology policies in wellbeing terms.
