Stochastic, Modular, and Extensible Library for Time histories

This is the initial release of
smelt. This version provides the framework to which additional stochastic models for time history generation can be added. In this release, the predictive model for site specific, synthetic earthquake acceleration time histories developed by Vlachos, Papakonstantinou and Deodatis (2018) has been implemented. Additional models for various scenarios will be added in future releases.
