FilteredPush/event_date_qc: Release version 1.0.2, adds support for ffdq-api

Separated out methods intended to work with Fit4U Framework actors (via ffdq-api) in DwCEventQC from the implementations that return primitives and aren't framework specific in DateUtils. Deprecated methods in DateUtils that return Map<String, String> objects and provided replacements that return structured EventResult objects (containing the same information, but in a more controlled form).
