Opened Proportional Representation System is considered to encourages candidates to compete in mobilizing mass support for their victory. The mass recruitment effort carried out by pragmatic means, forming the widest network team in charge of winning the candidates, and equipping them with a large amount of money. Network Success Team (Timses) is confronted not only with Timses of candidates of different political parties, but also from the same political party. “Nominal competition” was getting hot, tight, and couldn’t be denied. However, the consideration is less empirical finding footing in the midst of society, given the level of criticism and political education is inadequate. Plus the political elites and the candidates were more adaptable to the circumstances existing in communities. As a result , the practice of money politics more likely caused by subjective considerations, which is far from the kind of external influences, such as proportional system (opened or closed).
