<p>To lay the foundation for gender equality plans (GEPs) in research organisations, MINDtheGEPs has gathered various types of data to understand and address the multiple intersecting barriers. The initial step involved analyzing the strengths and weaknesses of each national context. This report, initially shared as part of the project titled <i>Gender Imbalances at the Macro-Level: A Comparative Analysis of Partners' Legal and Policy Contexts</i>, assessed research and higher education legislation and policies (particularly in terms of recruitment, promotion, and access to research funds), the gender equality approaches adopted in each country to meet EU directives, as well as labour market and welfare policies (especially those supporting the "dual earner-dual carer" model, breaking away from the traditional "unconditional worker" assumption). </p><p>The collected material provides an overview of the differences in national settings where our partner organisations and researchers operate. These settings shape a set of opportunities and constraints that are not gender-neutral and inevitably influence the actions and achievements of organisations and male and female researchers in their pursuit of more inclusive and innovative science in a "happier" equilibria with other spheres of their lives. </p>

It was first shared as a deliverable from the project titled <i>D2.2 Report on gender imbalances at meso-level</i>. After anonymization of results, in order to facilitate reading this report has been divided into three sub-reports:<i> Gender Imbalances at the Meso-Level: A Multi-Indicator Approach to Organisational Gender Data, Gender Imbalances at the Meso-Level: Gathering Insights from Researchers Through a Web Survey</i>, and <i>Gender Imbalances at the Meso-Level: Gathering Insights Through Interviews with Key Informants and Researchers</i>. In this report,<i> Gender Imbalances at the Meso-Level: A Multi-Indicator Approach to Organisational Gender Data</i>, through 53 indicators, such as the share of women in governing bodies or in different grades, the share of women applying for or winning competitive funds, and the existence of gender measures, we offer a straightforward quantitative portrayal of the gender gaps in each implementing organisation.</p><p> </p>

<p>This deliverable presents a set of recommended guidelines for promoting gender sensitivity in scientific publications. The objective is to provide clear and shareable instructions on conducting gender-sensitive reviews and promoting gender-aware publications. The guidelines aim to foster a more equitable and diverse scientific community by helping to mitigate biases, drive innovation, and address societal challenges by promoting gender equity in research outputs. The deliverable outlines and discusses the conduction of a workshop on gendering scientific publications guidelines, which brought together stakeholders and resulted in recommendations for enhancing the guidelines' effectiveness and impact. The recommendations emphasise cross-functional collaboration, education and training, role models and keynote speakers, accessible communication, and inclusivity in the review process. The report concludes with the next steps, including stakeholder engagement, resource development, implementation strategies, monitoring and evaluation, and dissemination of knowledge. By prioritising these steps, the scientific community can work towards a future of equitable and inclusive scientific publishing that reflects diverse perspectives and experiences. </p>

<p>This deliverable provides guidance on how to design training for junior researchers, particularly women, to help them navigate the structural and cultural barriers to career advancement in the research domain that they may face. Specifically, this guides the development of the first part of the MINDtheGEPs training module titled <em>Empowering Women Laboratory</em>. The goal is to challenge stereotypes about women's self-confidence, competitiveness, and family responsibilities, addressing the impact on their choices in research, teaching, and publishing. The report outlines the methodology, recommends actions based on collected information, and describes initiatives from various organisations. This work focuses on empowering women in decision-making processes within research organisations to support the goals of improving their career prospects and increasing gender balance in decision-making bodies at research organisations and MINDtheGEPs partners' gender equality plans. </p>

<p>This deliverable is a product of MINDtheGEPs. It is meant to provide MINDtheGEPs partner organisations with a useful tool for the development of a Gender Equality Plan. Considering the European Commission legislation concerning Gender Equality and the Horizon Europe eligibility criteria, this deliverable envisages a series of suggestions and recommendations that each partner could follow concerning the most appropriate actions aligned with its proper needs. The deliverable furnishes practical guidelines for putting gender equality plans into practice in the implementing organisation, with schemes on what key areas need to be addressed, what objectives have to be reached, what indicators are required in order to set targets, and the importance of a monitoring system. Guidelines and suggestions are based on the European policy framework but also on lessons learned and experiences gained from several European projects focused on implementing GEPs across Europe.</p>

Овај кратак преглед који се односи на политике у овом домену укључује препоруке како да се у истраживачким организацијама постави основа за планове родне равноправности (Gender Equality Plans - GEPs) засноване на доказима, на основу претпоставке да без података неће бити ни саме политике.</p>
<p>Потребно нам је неколико типова података да бисмо могли да сагледамо различите факторе притиска и повлачења (push and pull factors) који (де)конструишу родне неједнакости током различитих фаза истраживачке каријере (почетне, средње, напредне) и на различитим нивоима (индивидуални, организациони, национални). Зашто? Зато што је род друштвена структура коју карактеришу вишеструке испреплетане баријере, чије уклањање захтева вишеструке испреплетане активности.</p>

<p>MINDtheGEPs takes a multidisciplinary multidimensional approach to challenging gender imbalances across five different countries: Italy, Spain, Serbia, Ireland, Poland. The project is implementing Gender Equality Plans (in this document also referred to as GEPs) across various types of research performing organisations, four of them public universities, one public non-academic research institute, one academic, and one private technological institute. The work to communicate and disseminate results from the project is led by Uppsala University (UPP) and Elsevier together. This report builds on strategy outlined in D8.1 – Visual identity and guidelines for use, D8.2 – Dissemination and communication plan, D8.6 – Dissemination and exploitation plan update, and D8.3 – Exploitation plan.</p>
<p>To ensure the strategy and plan are flexible and suit the needs of the project and its partners, MINDtheGEPs is using a three-step approach to Dissemination, Communication & Exploitation (DCE) strategy and plan. Due to the extension of the project by six months, the timelines described in the initial strategy and plan (D8.2) have been adjusted to accommodate the delivery of reports.</p>
<p>In the initial phase (M1-18), efforts were focused on identifying and connecting with stakeholders and gatekeepers to create awareness of the project and what it can be expected to produce. This work is described in D8.1 & D8.2.</p>
<p>In the second phase (M19-30), which concludes with this report, we developed a project exploitation strategy, described in D8.3 and outlined in section 3 of this report. This strategy outlines key routes for the exploitation of the project’s results. Direct activities to exploit results include the development of GEPs, provision of guidelines, datasets and knowledge, as well as indirect results achieved through the implementation in partner organisations (e.g., increased gender balance, increased number of publications authored by women, increased number of publications using gender and sex variables). D8.3 identifies a number of key routes for exploitation.</p>
<p>This report describes our strategy and plan for the final phase (M31-54). During this phase, the consortium will work to implement the key routes for exploitation, and ensure that the results are widely communicated to stakeholders and other audiences, thereby increasing the impact of project outputs. This iteration of the DCE plan also includes an evaluation of key performance indicators (benchmarking metrics), along with a publication strategy and plan.</p>

<p>Facts and figures strengthen our ability to undertake cultural and structural actions towards Gender Equality. We believe that sharing MINDtheGEPs knowledge on gender imbalances can contribute to sustainable change. This policy brief includes recommendations for how to build an evidence-based foundation for gender equality plans (GEPs) in research performing organizations, based on the assumption that without data, there will be no policy.</p>
<p>We need several types of data to be able to capture the various push and pull factors that (de)construct gender inequalities during different phases of a research career (early, middle, late) and at different levels (individual, organizational, national). Why? Because gender is a social structure that is characterized by multiple intersected barriers, requiring multiple intersected actions to be removed.</p>
<p>This policy brief was written for research performing organizations (public and private universities and research centres), European Commission and members of the scientific community.</p>
<p>The recommendations in this policy brief are based on the MINDtheGEPs deliverable report 2.2 submitted to the European Commission.</p>
<p>Data from this report will be made public in peer-reviewed publications and working papers from the project.</p>

Porque el género es una estructura social que se caracteriza por múltiples barreras entrecruzadas, que requieren múltiples acciones entrecruzadas para ser eliminadas.</p>

<p>Чињенице и бројке јачају нашу способност да предузмемо културне и структуралне акције ка родној равноправности. Верујемо да дељење знања пројекта MINDtheGEPs о родним неравнотежама може да допринесе одрживој промени. Овај кратак преглед који се односи на политике у овом домену укључује препоруке како да се у истраживачким организацијама постави основа за планове родне равноправности (Gender Equality Plans - GEPs) засноване на доказима, на основу претпоставке да без података неће бити ни саме политике.</p>
<p>Потребно нам је неколико типова података да бисмо могли да сагледамо различите факторе притиска и повлачења (push and pull factors) који (де)конструишу родне неједнакости током различитих фаза истраживачке каријере (почетне, средње, напредне) и на различитим нивоима (индивидуални, организациони, национални). Зашто? Зато што је род друштвена структура коју карактеришу вишеструке испреплетане баријере, чије уклањање захтева вишеструке испреплетане активности.</p>

<p>Taking steps to address gender imbalances is essential to ensure women's career progress and promote diverse and inclusive research environments. Positive action (sometimes referred to as positive discrimination or affirmative action) is widely acknowledged as a crucial tool for achieving this goal. However, resistance persists, and opinions diverge about which are the most effective and valid strategies. Do gender quotas or economic incentives challenge meritocracy? Can balancing the numbers really improve institutions and knowledge? </p><p>This policy brief provides an overview of the multifaceted debate around positive action, the arguments for, arguments against, and pathways for implementation. The policy brief draws insight from the Gender Equality Plan development process of and interviews performed by MINDtheGEPs. It ends by presenting two case studies from Italian universities.</p>

<p>Facts and figures strengthen our ability to undertake cultural and structural actions towards Gender Equality. We believe that sharing MINDtheGEPs knowledge on gender imbalances can contribute to sustainable change. This policy brief includes recommendations for how to build an evidence-based foundation for gender equality plans (GEPs) in research performing organizations, based on the assumption that without data, there will be no policy.</p>
<p>We need several types of data to be able to capture the various push and pull factors that (de)construct gender inequalities during different phases of a research career (early, middle, late) and at different levels (individual, organizational, national). Why? Because gender is a social structure that is characterized by multiple intersected barriers, requiring multiple intersected actions to be removed.</p>
<p>This policy brief was written for research performing organizations (public and private universities and research centres), European Commission and members of the scientific community.</p>
<p>The recommendations in this policy brief are based on the MINDtheGEPs deliverable report 2.2 submitted to the European Commission.</p>
<p>Data from this report will be made public in peer-reviewed publications and working papers from the project.</p>

<p>Los hechos y las cifras fortalecen nuestra capacidad para emprender acciones culturales y estructurales hacia la Igualdad de Género. Creemos que compartir el conocimiento de MINDtheGEPs sobre los desequilibrios de género puede contribuir a un cambio sostenible. Este resumen de políticas incluye recomendaciones sobre cómo construir una base basada en evidencia para los planes de igualdad de género (PIG) en las organizaciones que realizan investigaciones, basándose en el supuesto de que sin datos, no habrá política.</p>
<p>Necesitamos varios tipos de datos para poder capturar los diversos factores de empuje y atracción que (des)construyen las desigualdades de género durante las diferentes fases de una carrera de investigación (temprana, intermedia, tardía) y en diferentes niveles (individual, organizacional, nacional). ¿Por qué? Porque el género es una estructura social que se caracteriza por múltiples barreras entrecruzadas, que requieren múltiples acciones entrecruzadas para ser eliminadas.</p>

The deliverable furnishes practical guidelines for putting gender equality plans into practice in the implementing organisation, with schemes on what key areas need to be addressed, what objectives have to be reached, what indicators are required in order to set targets, and the importance of a monitoring system. Guidelines and suggestions are based on the European policy framework but also on lessons learned and experiences gained from several European projects focused on implementing GEPs across Europe.</p>

<p>This report summarises the main advancements of the Gender Equality Plans (GEPs) of the MINDtheGEPs implementing partners after one year of the official approval of the strategic documents in each organisation. In addition, we analyse the steps of the implementation in each organisation highlighting facilitating and hindering factors of the ongoing structural change. The report provides an overall assessment of the progress, considering the entire process of structural change including context analysis, creating the transformative actors, and designing relevant GEPs for the identified challenges and gender balance. The report shows relevant steps forward in the implementation of the project GEPs although structural change actions will require far more than the 8 months covered by the report. The MINDtheGEPs project teams will follow working in the next 24 months to straighten and consolidate the GEPs measures. </p>

<p>Deliverable 6.1 aims to assist organisations in contextualising their research and teaching within diversity and inclusion paradigms, aiming to support trainers and academics in conducting gender-aware research and promoting gender equality issues in academia. To help them enhance gender awareness and equality in research and academic settings. The objectives include increasing gender awareness in research content and funding, promoting gender equality in team composition and leadership, incorporating gender sensitivity in research funding procedures, gendering scientific publications, and fostering long-term gender sensitivity in teaching. The deliverable provides overall recommendations, based on desk research, partner experiences, and existing guidelines. These recommendations are condensed into a user-friendly checklist, serving as a toolbox for academic and non-academic organisations to implement gender mainstreaming. </p>

<p>Taking steps to address gender imbalances is essential to ensure women's career progress and promote diverse and inclusive research environments. Positive action (sometimes referred to as positive discrimination or affirmative action) is widely acknowledged as a crucial tool for achieving this goal. However, resistance persists, and opinions diverge about which are the most effective and valid strategies. Do gender quotas or economic incentives challenge meritocracy? Can balancing the numbers really improve institutions and knowledge? </p><p>This policy brief provides an overview of the multifaceted debate around positive action, the arguments for, arguments against, and pathways for implementation. The policy brief draws insight from the Gender Equality Plan development process of and interviews performed by MINDtheGEPs. It ends by presenting two case studies from Italian universities.</p>
