<p>This working paper shares the results of research conducted to explore Wikidata's current coverage of the domain of open infrastructure and investment therein. The research question investigates whether <a href="https://www.wikidata.org/wiki/Wikidata:Main_Page">Wikidata</a>, a collaboratively edited and multilingual knowledge graph hosted by the <a href="https://wikimediafoundation.org/">Wikimedia Foundation</a>, is a viable prospect for hosting investment flow data for open infrastructure.</p>

<p>This interview guide has been designed to support Invest in Open Infrastructure's <a href="https://investinopen.org/research/regional-research/">exploratory research project on open infrastructure needs in Latin America, Africa, and Asia</a>. The guide contains both English and Spanish language versions in the same document.</p>
<p>In our conversations, we ask questions to build relationships, learn about the scholarly infrastructure ecosystem in different regions and contexts, better understand funding dynamics, and identify funding opportunities.</p>
<p>The questions we may ask interview participants are organized in lists according to how we perceive their role in the ecosystem, including:</p>
<ul>
<li>
<p>Infrastructure provider – organizations and initiatives that provide digital or social infrastructure that supports open scholarship. Here, infrastructure includes online platforms, tools and digital services, as well as capacity building and training services.</p>
</li>
<li>
<p>Expert in open research or knowledge – researchers, policymakers, advocates and others with expertise in supporting open access, open data, open education, open source technology, and other topics related to open research and knowledge.</p>
</li>
<li>
<p>Institutional services and leadership – people who work in academic libraries, or lead groups, departments or whole academic institutions. They may bring the perspective of users of infrastructure, they may be involved in decision making about purchasing tools and services for researchers, and/or they may be providers of infrastructure themselves (such as institutional repositories).</p>
</li>
<li>
<p>Funder –organizations that support the funding of open infrastructure or initiatives in open science and knowledge, including government funders, philanthropic foundations, development agencies, individual donors, and fundraising support initiatives.</p>

<p>In working to understand how a stable and reliable model for funding open infrastructure in research and scholarly communication could be architected, IOI looked at how public utilities, in particular water utilities, are funded around the world. Drawing on some of the preeminent literature and guidance on the topic from widely respected organizations (the OECD, WHO, and IRC), we attempt below to highlight some key lessons for funding a robust infrastructure of open services. Key to this is understanding knowledge as a public good, like water, electricity, and natural gas, and the means by which these vital public goods are best funded for reliable, robust, and sustainable supply in the long term.<br>

<p><span>Beginning on or before 31 December 2025, all recipients of United States federal research funding will be required to make their federally funded scholarly outputs, including scientific data, freely available via public access venues with no delays or embargos. This paper focuses on research data as one of the key scholarly output types impacted by the requirements outlined in the Memorandum on Ensuring Free, Immediate and Equitable Access to Federally Funded Research issued by the US Office of Science and Technology Policy (OSTP), commonly called the “Nelson memo”.</span></p>
<p> </p>
<p><span>This paper sets out working definitions of four key terms: cost, price, reasonable, and allowable. Using these terms, we describe some of the pathways research data take to final publication, and summarize some of the extensive body of research on the costs of research data curation and sharing. In the process, we look at cost modelling experimentation in the fields of research data management and digital preservation to consider what might be relevant from their approaches. </span></p>

<p>In this report, we present an initial exploration of funding for open infrastructure services by analysing grant information reported by funders from 2010 to 2020. To be able to more comprehensively analyze and understand the financing and resourcing of open infrastructure service providers in research and scholarship, we used financial ratio analysis to understand the <a href="https://investinopen.org/blog/financial-health-of-nonprofits-in-research-and-scholarship-whats-working-and-what-needs-improvement/">financial health assessment</a> of nonprofits in this space and identified key patterns in their financial risks, strengths, and resource allocation. Here we present our preliminary findings and offer recommendations for how this work could be improved with the cooperation of funders and recipients to better understand the funding trends in this diverse and complicated area of research investment.</p>

<p>In working to understand how a stable and reliable model for funding open infrastructure in research and scholarly communication could be architected, IOI looked at how public utilities, in particular water utilities, are funded around the world. Drawing on some of the preeminent literature and guidance on the topic from widely respected organizations (the OECD, WHO, and IRC), we attempt below to highlight some key lessons for funding a robust infrastructure of open services. Key to this is understanding knowledge as a public good, like water, electricity, and natural gas, and the means by which these vital public goods are best funded for reliable, robust, and sustainable supply in the long term.<br>

<p>This report shares a preliminary summary of the findings and top level insights of the Future of Open Scholarship stakeholder interviews, run by the authors from June 29 to August 24, 2020. Over 54 interviews were conducted (some individual, some group), with a total of 81 participants from 56 different institutions, scholarly societies, and supporting organizations. (An additional 18 participants as a part of this research effort who have not yet participated in an initial user interview at the time of this report).</p>
<p>Engagement in this work involves representatives from 18 countries and 5 continents around the world. These include Egypt, Malaysia, Australia, New Zealand, Mali, Zimbabwe, Kenya, South Africa, Algeria, Sudan, Germany, the Netherlands, Belgium, France, Spain, the United Kingdom, Canada, and the United States.</p>

<p>This governance and sustainability needs assessment summarizes our findings and preliminary recommendations for the Catalyst project. Supported by <a href="https://chanzuckerberg.com/">CZI</a>, the Catalyst project is a collaborative effort among six partner organizations to achieve four goals: (1) Deploy and manage open cloud infrastructure for under-resourced communities in Latin America and Africa, (2) Create training and pedagogical content to assist others in using this infrastructure for cloud-based science workflows, (3) Build capacity for technical, pedagogical, and leadership skills within these communities, and (4) Identify a participatory service model to sustain, scale, and generalize impact for global communities. The project timeline spans from October 2022 to March 2025. </p>
<p>The report presents IOI's initial findings around governance and sustainability elements and identifies critical elements that would benefit from collective work. Based on our interviews with project leads and desk research findings, we present a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis and a summary of emerging themes on governance and sustainability expectations for the project. We contextualize this information with our extensive desk research on models and implementations used by similar open source computational services and cloud service providers. We outline our next steps for the Catalyst Project, focusing on working sessions (from October 2023 to February 2024) with project participants for co-producing governance and sustainability structure and norms.</p>

The goal of the analysis is to apply standard measures of organizational health and well-being and create meaningful baselines for assessing the financial health of organizations in this space. In this report, we lay the foundation for how we intend to begin assessing the organizational and financial performance of nonprofits in the open science and scholarly communication ecosystem to drive more and better targeted investment into the space, with an emphasis on those nonprofit organizations providing tools and technologies that enable research and scholarly communication. </p>

We conducted desk research on relevant organizations and services and analyzed them using the <a href="https://openscholarlyinfrastructure.org/">Principles of Open Scholarly Infrastructure</a> (POSI) and the <a href="https://educopia.org/wp-content/uploads/2018/11/CommunityCultivationFieldGuide.pdf">Community Cultivation Field Guide</a>. Our prime objective was to spot prevailing practices and instances that could be emulated and augmented by the Catalyst project.</p>

<p><span>Beginning on or before 31 December 2025, all recipients of United States federal research funding will be required to make their federally funded scholarly outputs, including scientific data, freely available via public access venues with no delays or embargos. This paper focuses on research data as one of the key scholarly output types impacted by the requirements outlined in the Memorandum on Ensuring Free, Immediate and Equitable Access to Federally Funded Research issued by the US Office of Science and Technology Policy (OSTP), commonly called the “Nelson memo”.</span></p>

<p><span>This paper sets out working definitions of four key terms: cost, price, reasonable, and allowable. Using these terms, we describe some of the pathways research data take to final publication, and summarize some of the extensive body of research on the costs of research data curation and sharing. In the process, we look at cost modelling experimentation in the fields of research data management and digital preservation to consider what might be relevant from their approaches. </span></p>

The Cost and Price of Public Access to Research Data: A Synthesis

<p>The<a href="https://trello.com/b/JJ46b9De/strategic-roadmap-fy22-23"> Invest in Open Infrastructure (IOI) Strategic Roadmap for the Fiscal Year (FY) 2022-23</a> is a continuously updated, working document that builds off of IOI's <a href="https://investinopen.org/about/strategic-plan-2021-2024/">2021-2024 Strategic Plan</a>. This roadmap seeks to actualize the Strategic Plan with a set of desired outcomes for the five goals laid out in the Strategic Plan, helping bring the strategic planning work of IOI down from the broad goals and closer to the day-to-day work of the organization. <p>In working to understand how a stable and reliable model for funding open infrastructure in research and scholarly communication could be architected, IOI looked at how public utilities, in particular water utilities, are funded around the world. Drawing on some of the preeminent literature and guidance on the topic from widely respected organizations (the OECD, WHO, and IRC), we attempt below to highlight some key lessons for funding a robust infrastructure of open services. Key to this is understanding knowledge as a public good, like water, electricity, and natural gas, and the means by which these vital public goods are best funded for reliable, robust, and sustainable supply in the long term.<br>
