<p>Le présent document fournit une estimation des dépenses de consommation des ménages dans la zone frontalière franco-suisse effectuées par les membres du personnel employés (bénéficiaires d’un contrat de durée limitée ou d’un contrat de durée indéterminée) et par les membres du personnel associés travaillant au CERN pour une durée limitée mais étant considérés comme résidents. Il donne également des projections relatives aux dépenses des ménages qui pourraient résulter de la mise en œuvre du programme FCC-ee. Ce rapport informe sur l’ampleur de la potentielle perte économique qui pourrait découler de la baisse des dépenses de consommation des ménages en cas de non-réalisation du FCC.</p>
<p>Sur une <strong>période de 30 ans d’exploitation opérationnelle des infrastructures de recherche, le CERN et la totalité de ses activités de recherche scientifique induisent 8,9 milliards d’euros de dépenses globales relatives à la consommation des ménages dans la région</strong>.</p>
<p>En ce qui concerne le FCC-ee, la durée de son programme est prévue sur 30 ans, avec une première phase de conception et de construction de près de 13 ans puis environ 17 ans d’exploitation avant de poursuivre sur le programme FCC­­-hh. Ce présent rapport ne tient pas compte des effets du FCC-hh. <strong>Les effets économiques induits par les dépenses ménagères des personnes qui travaillent au CERN et résident sur le territoire s’élèveraient à</strong><strong>environ 4,4 milliards d’euros sur la durée de cette première période de recherche</strong> (ne tenant pas compte de l’évolution des prix), soit environ <strong>146 millions d’euros par an</strong>. La part pouvant <strong>être attribuée au programme FCC-ee seul</strong> atteindrait environ <strong>3,4 milliards d’euros</strong>, soit approximativement <strong>114 millions d’euros par an</strong>. Ce dernier chiffre peut ainsi être considéré comme une perte potentielle pour l’économie régionale si le programme FCC ne se réalise pas. Environ 70 % des dépenses des ménages du CERN devraient être effectuées sur le territoire français et 30 % sur le territoire suisse.</p>

<p>The international Future Circular Collider study is analyzing the feasibility of a 90 to 100 km long circular infrastructure to host first a lepton particle collider (FCC-ee) and then a hadron particle collider (FCC-hh). The scientific research program is foreseen to start with the first machine around 2045. Sustainability, societal impact potentials and environmental compatibility are key topics that the study addresses from the beginning onwards. This report provides the results of a first, exploratory study that aimed to understand how and under which conditions such a research infrastructure can be powered with renewable energy sources.</p>

<p>This report has been prepared as part of the regional impact of large-scale research infrastructures (RIs) study agreed between the European Organization for Nuclear Research (CERN) and the London School of Economics and Political Science (LSE) (deliverables LSE-RD 1.4 and 1.5). </p>
<p><strong>This document outlines a novel framework to identify and estimate the regional economic impacts that a new particle-collider-based research infrastructure set up as a globally distributed project can create through their procurement. </strong>To test the validity of this new approach and estimate the potential regional and local economic impacts of RI procurement, this report examines the effects of a technology of relevance for the Future Circular Collider (FCC): superconducting radiofrequency cavities (SRF). To evaluate the regional impacts of this technology, this study uses the European X-ray Free Electron Laser (XFEL) facility in Germany as a case study. This project involved the largest deployment of superconducting radiofrequency cavity technology to date. Schio, a municipality in Italy where one of the two suppliers for this procurement contract is located, is the focus of the analysis. By studying the local economic impact of SRF procurement by XFEL, this report can estimate real world (i.e. non-simulated) counterfactual (i.e. over and above what would have happened in the local economy without such SRF procurement contract) effects, offering insights on the regional and local impacts of future FCC high-tech industry procurement for this and other, comparable technologies.</p>
<p><strong>This study provides new evidence on the positive local impact of RI procurement. </strong><strong>This report finds that the high-tech procurement contracts for a large-scale scientific project positively affected manufacturing employment in the supplier's municipality well beyond the boundaries of the procurement contract with effects beyond the firm that received the contract</strong>. <strong>Every new employee that the supplier added to its internal workforce to fulfil the contract supported 15 additional manufacturing jobs outside the firm’s boundaries</strong>. In monetary terms, each <strong>one million euros spent on procurement supported additional 11 manufacturing jobs in the supplier’s municipality</strong>. As a result of this contract, <strong>the number of manufacturing employees in Schio was 7% higher than it would have been in the absence of SRF procurement</strong>. </p>
<p>The results of this report suggest that <strong>the positive employment effect remained concentrated within the industrial manufacturing sector</strong>. <strong>The effect was geographically concentrated</strong> within the municipality of Schio. </p>
<p>This report focuses on a large high-technology-intensive contract. <strong>The advantage of the proposed approach to the estimation of the local impacts of RI procurement is that it can be applied to other technology procurement cases to better understand the heterogeneity of such effects</strong>. For example, it can be used to understand how different technologies, different contract volumes and different technology intensity would impact the local economy in which the supplier is located in different ways.</p>
<p><strong>The results indicate that the employment effect on the local economy of RI procurement contracts is significant, can be large and should be considered when making investment decisions for an FCC project</strong>.</p>

<p>CERN, the European Organization for Nuclear Research, is hosting an international collaboration that develops scenarios for a new circular particle-collider based research infrastructure. The so called "Future Circular Collider" (FCC) would be located in the vicinity of CERN's main sites (Meyrin Switzerland, Prevessin France), extending significantly into the Haute-Savoie department to the "Grand Annecy" region (see Figure 1). Hosting subsequently an intensity frontier electron-positron and an energy-frontier hadron particle collider, this research infrastructure has the potentials to contribute substantially to the discipline of particle physics and the understanding of nature's workings at the sub-atomic level. Such a research infrastructure can also contribute to scientific and technological progress in many areas that will be needed to construct and operate such a facility. Apart from science-changing insights and technological developments, there are direct economic benefits likely to arise from this project: the opportunities for firms to contribute to the installation and operation of this machine and the jobs that go along with these opportunities. The estimation of such effects is the purpose of this report.</p>
<p>According to our estimations using an economic input-output model, the cumulated expenditure of about 25 bn CHF over a 30-year construction and research operation period could be connected to around 30,000 jobs per year via global value added chains.</p>
<p>The original investment volume of 12.1 bn CHF directly generates globally 5.4 bn CHF of value added, securing almost 80,000 person-years of employment. Including the indirect effects in the production process, value added linked to the FCC investment rises to 11.6 bn CHF, leading to 180,000 person-years of employment. Widening the system boundaries to include depreciation (i.e. the capital stock firms need to build up or replenish in order to cope with the FCC-related production), the FCC-related value added grows to more than 14 bn CHF and leads to more than 230,000 person-years of employment opportunities.</p>
<p>The direct value added by the operation phase is estimated at around 450 Mio CHF. it is safe to assume that the spending effects of personnel engaged in the operation alone will generate around 300 Mio CHF of value added worldwide, supporting around 4,000 jobs. The total direct, indirect and induced value added during the operation phase of more than 620 Mio CHF per year supports 8,400 jobs, the majority in France and Switzerland. The buildup and supply of renewable energy sources for the operation of the research infrastructure would raise Europe's value added by another 500 Mio CHF, securing additional 7,400 person years of employment in Europe.</p>
<p>The lower limit for annual tourism spending due to the FCC programme in the (wider) Geneva region is around 130 Mio CHF. Switzerland and France share the bigger part of the total effects, with around 1,700 jobs linked to visitors only. Another 500 jobs are European, the rest – around 600 – are filled outside Europe. Globally, tourism effects would generate 2,700 jobs over several decades.</p>

<p>Le présent rapport résume la méthode adoptée par le groupe de l’étude FCC pour élaborer un scénario d’emplacement équilibré selon les trois piliers du projet 1) l’excellence scientifique, 2) la compatibilité territoriale et 3) les risques liés à la mise en œuvre du projet. Il décrit les exigences et les contraintes du processus d’élaboration d’un scénario et illustre par des exemples concrets la manière dont elles sont prises en compte lors de la détermination de la configuration et de l’emplacement.</p>
<p>Le présent rapport montre également l’évolution du scénario étudié, entre le début de l’étude exploratoire en 2014 et la proposition d’un scénario de base pour l’emplacement en 2021. Ce scénario optimisé servira de référence pour approfondir les diverses composantes de l’étude de faisabilité (par exemple, études de la stabilité souterraine, propositions d’accès au site pendant les phases de construction et d’exploitation, scénarios pour la fourniture d’électricité et d’eau, approches pour la gestion des matériaux excavés, développement de potentiels de synergie locale, questions d’intégration paysagère, propositions de mesures d’accompagnement et de compensation).</p>
<p>Après huit années de travaux d’étude par une équipe multidisciplinaire d'environ 100 membres, il apparaît que le scénario le plus équilibré est celui d’un collisionneur circulaire d’une circonférence de l’ordre de 91 km, comprenant huit sites de surface. Le processus d’élaboration itératif des scénarios est documenté dans le présent document.</p>
<p>L’existence d’une communauté d’utilisateurs suffisamment importante s’engageant à exploiter l’infrastructure pendant plusieurs décennies est une condition préalable pour justifier une telle infrastructure de recherche. Les scénarios prévoyant un collisionneur nettement plus petit, c’est-à-dire d’une circonférence inférieure à 90 km, ne répondent pas aux exigences de performance d’un tel programme de recherche devant attirer une masse critique de scientifiques. Les propositions d’emplacement territorial adapté à des scénarios prévoyant un collisionneur d’une circonférence nettement supérieure à 91 km et comprenant plus de huit sites de surface se heurtent à des impossibilités de compatibilité territoriale et risques de réalisiation. Enfin, seules deux classes de configuration et d’emplacement avec un ensemble très limité de scénarios entrent dans le périmètre des limites de faisabilité géologique : entre 89 à 91 km avec huit sites de surface et entre 97 et 98 km avec douze sites de surface.</p>
<p>À ce jour, seuls des scénarios à 91 km et huit sites de surface semblent pouvoir satisfaire aux trois exigences suivantes: performances scientifiques acceptables, compatibilité avec les contraintes territoriales et compatibilité avec les contraintes géologiques et techniques. On verra ici que l’un des scénarios (PA31), se détache, sur la base d’une analyse multicritères. Il est retenu pour des études approfondies qui nécessitent des activités sur place, des échanges étroites avec des services compétents dans les deux États Hôtes et avec les parties prenantes dans le périmètre de l'implantation.</p>

<p>Le présent rapport résume la méthode adoptée par le groupe de l’étude FCC pour élaborer un scénario d’emplacement équilibré selon les trois piliers du projet 1) l’excellence scientifique, 2) la compatibilité territoriale et 3) les risques liés à la mise en œuvre du projet. Il décrit les exigences et les contraintes du processus d’élaboration d’un scénario et illustre par des exemples concrets la manière dont elles sont prises en compte lors de la détermination de la configuration et de l’emplacement.</p>
<p>Le présent rapport montre également l’évolution du scénario étudié, entre le début de l’étude exploratoire en 2014 et la proposition d’un scénario de base pour l’emplacement en 2021. Ce scénario optimisé servira de référence pour approfondir les diverses composantes de l’étude de faisabilité (par exemple, études de la stabilité souterraine, propositions d’accès au site pendant les phases de construction et d’exploitation, scénarios pour la fourniture d’électricité et d’eau, approches pour la gestion des matériaux excavés, développement de potentiels de synergie locale, questions d’intégration paysagère, propositions de mesures d’accompagnement et de compensation).</p>
<p>Après huit années de travaux d’étude par une équipe multidisciplinaire d'environ 100 membres, il apparaît que le scénario le plus équilibré est celui d’un collisionneur circulaire d’une circonférence de l’ordre de 91 km, comprenant huit sites de surface. Le processus d’élaboration itératif des scénarios est documenté dans le présent document.</p>
<p>L’existence d’une communauté d’utilisateurs suffisamment importante s’engageant à exploiter l’infrastructure pendant plusieurs décennies est une condition préalable pour justifier une telle infrastructure de recherche. Les scénarios prévoyant un collisionneur nettement plus petit, c’est-à-dire d’une circonférence inférieure à 90 km, ne répondent pas aux exigences de performance d’un tel programme de recherche devant attirer une masse critique de scientifiques. Les propositions d’emplacement territorial adapté à des scénarios prévoyant un collisionneur d’une circonférence nettement supérieure à 91 km et comprenant plus de huit sites de surface se heurtent à des impossibilités de compatibilité territoriale et risques de réalisiation. Enfin, seules deux classes de configuration et d’emplacement avec un ensemble très limité de scénarios entrent dans le périmètre des limites de faisabilité géologique : entre 89 à 91 km avec huit sites de surface et entre 97 et 98 km avec douze sites de surface.</p>
<p>À ce jour, seuls des scénarios à 91 km et huit sites de surface semblent pouvoir satisfaire aux trois exigences suivantes: performances scientifiques acceptables, compatibilité avec les contraintes territoriales et compatibilité avec les contraintes géologiques et techniques. On verra ici que l’un des scénarios (PA31), se détache, sur la base d’une analyse multicritères. Il est retenu pour des études approfondies qui nécessitent des activités sur place, des échanges étroites avec des services compétents dans les deux États Hôtes et avec les parties prenantes dans le périmètre de l'implantation.</p>

<p><span>Suivant une recommandation du canton de Genève lors de l'accompagnement par la cellule interdépartementale mise en place pour ce but, l'étude FCC nécessite l'analyse exploratoire et le développement d'un concept pour un accès routier au site PB à Choulex et Presinge à Genève en Suisse.</span></p>
<p><span>Les aspects environnementaux ont effectivement été analysés en tenant compte des différentes contraintes mais l’accessibilité au site et les aspects en lien avec la mobilité n’étaient pas suffisamment développés.</span></p>
<p><span>Cette analyse multicritère permet alors de tenir compte de nouveaux paramètres tout en synthétisant et en tenant compte des aspects environnementaux : synthèse des contraintes (cf. chapitre 2) et évaluation quantitative sous forme de coûts cumulé : « cost-distance » (cf. chapitre 3).</span></p>

<p>The international Future Circular Collider study is analyzing the feasibility of a 90 to 100 km long circular infrastructure to host first a lepton particle collider (FCC-ee) and then a hadron particle collider (FCC-hh). The scientific research program is foreseen to start with the first machine around 2045. Sustainability, societal impact potentials and environmental compatibility are key topics that the study addresses from the beginning onwards. This report provides the results of a first, exploratory study that aimed to understand how and under which conditions such a research infrastructure can be powered with renewable energy sources.</p>

<p>CERN, the European Organization for Nuclear Research, is hosting an international collaboration that develops scenarios for a new circular particle-collider based research infrastructure. The so called "Future Circular Collider" (FCC) would be located in the vicinity of CERN's main sites (Meyrin Switzerland, Prevessin France), extending significantly into the Haute-Savoie department to the "Grand Annecy" region (see Figure 1). Hosting subsequently an intensity frontier electron-positron and an energy-frontier hadron particle collider, this research infrastructure has the potentials to contribute substantially to the discipline of particle physics and the understanding of nature's workings at the sub-atomic level. Such a research infrastructure can also contribute to scientific and technological progress in many areas that will be needed to construct and operate such a facility. Apart from science-changing insights and technological developments, there are direct economic benefits likely to arise from this project: the opportunities for firms to contribute to the installation and operation of this machine and the jobs that go along with these opportunities. The estimation of such effects is the purpose of this report.</p>
<p>According to our estimations using an economic input-output model, the cumulated expenditure of about 25 bn CHF over a 30-year construction and research operation period could be connected to around 30,000 jobs per year via global value added chains.</p>
<p>The original investment volume of 12.1 bn CHF directly generates globally 5.4 bn CHF of value added, securing almost 80,000 person-years of employment. Including the indirect effects in the production process, value added linked to the FCC investment rises to 11.6 bn CHF, leading to 180,000 person-years of employment. Widening the system boundaries to include depreciation (i.e. the capital stock firms need to build up or replenish in order to cope with the FCC-related production), the FCC-related value added grows to more than 14 bn CHF and leads to more than 230,000 person-years of employment opportunities.</p>
<p>The direct value added by the operation phase is estimated at around 450 Mio CHF. it is safe to assume that the spending effects of personnel engaged in the operation alone will generate around 300 Mio CHF of value added worldwide, supporting around 4,000 jobs. The total direct, indirect and induced value added during the operation phase of more than 620 Mio CHF per year supports 8,400 jobs, the majority in France and Switzerland. The buildup and supply of renewable energy sources for the operation of the research infrastructure would raise Europe's value added by another 500 Mio CHF, securing additional 7,400 person years of employment in Europe.</p>
<p>The lower limit for annual tourism spending due to the FCC programme in the (wider) Geneva region is around 130 Mio CHF. Switzerland and France share the bigger part of the total effects, with around 1,700 jobs linked to visitors only. Another 500 jobs are European, the rest – around 600 – are filled outside Europe. Globally, tourism effects would generate 2,700 jobs over several decades.</p>

<p>Le présent document fournit une estimation des dépenses de consommation des ménages dans la zone frontalière franco-suisse effectuées par les membres du personnel employés (bénéficiaires d’un contrat de durée limitée ou d’un contrat de durée indéterminée) et par les membres du personnel associés travaillant au CERN pour une durée limitée mais étant considérés comme résidents. Il donne également des projections relatives aux dépenses des ménages qui pourraient résulter de la mise en œuvre du programme FCC-ee. Ce rapport informe sur l’ampleur de la potentielle perte économique qui pourrait découler de la baisse des dépenses de consommation des ménages en cas de non-réalisation du FCC.</p>
<p>Sur une <strong>période de 30 ans d’exploitation opérationnelle des infrastructures de recherche, le CERN et la totalité de ses activités de recherche scientifique induisent 8,9 milliards d’euros de dépenses globales relatives à la consommation des ménages dans la région</strong>.</p>
<p>En ce qui concerne le FCC-ee, la durée de son programme est prévue sur 30 ans, avec une première phase de conception et de construction de près de 13 ans puis environ 17 ans d’exploitation avant de poursuivre sur le programme FCC­­-hh. Ce présent rapport ne tient pas compte des effets du FCC-hh. <strong>Les effets économiques induits par les dépenses ménagères des personnes qui travaillent au CERN et résident sur le territoire s’élèveraient à</strong><strong>environ 4,4 milliards d’euros sur la durée de cette première période de recherche</strong> (ne tenant pas compte de l’évolution des prix), soit environ <strong>146 millions d’euros par an</strong>. La part pouvant <strong>être attribuée au programme FCC-ee seul</strong> atteindrait environ <strong>3,4 milliards d’euros</strong>, soit approximativement <strong>114 millions d’euros par an</strong>. Ce dernier chiffre peut ainsi être considéré comme une perte potentielle pour l’économie régionale si le programme FCC ne se réalise pas. Environ 70 % des dépenses des ménages du CERN devraient être effectuées sur le territoire français et 30 % sur le territoire suisse.</p>

<p>Le présent rapport résume la méthode adoptée par le groupe de l’étude FCC pour élaborer un scénario d’emplacement équilibré selon les trois piliers du projet 1) l’excellence scientifique, 2) la compatibilité territoriale et 3) les risques liés à la mise en œuvre du projet. Il décrit les exigences et les contraintes du processus d’élaboration d’un scénario et illustre par des exemples concrets la manière dont elles sont prises en compte lors de la détermination de la configuration et de l’emplacement.</p>
<p>Le présent rapport montre également l’évolution du scénario étudié, entre le début de l’étude exploratoire en 2014 et la proposition d’un scénario de base pour l’emplacement en 2021. Ce scénario optimisé servira de référence pour approfondir les diverses composantes de l’étude de faisabilité (par exemple, études de la stabilité souterraine, propositions d’accès au site pendant les phases de construction et d’exploitation, scénarios pour la fourniture d’électricité et d’eau, approches pour la gestion des matériaux excavés, développement de potentiels de synergie locale, questions d’intégration paysagère, propositions de mesures d’accompagnement et de compensation).</p>
<p>Après huit années de travaux d’étude par une équipe multidisciplinaire d'environ 100 membres, il apparaît que le scénario le plus équilibré est celui d’un collisionneur circulaire d’une circonférence de l’ordre de 91 km, comprenant huit sites de surface. Le processus d’élaboration itératif des scénarios est documenté dans le présent document.</p>
<p>L’existence d’une communauté d’utilisateurs suffisamment importante s’engageant à exploiter l’infrastructure pendant plusieurs décennies est une condition préalable pour justifier une telle infrastructure de recherche. Les scénarios prévoyant un collisionneur nettement plus petit, c’est-à-dire d’une circonférence inférieure à 90 km, ne répondent pas aux exigences de performance d’un tel programme de recherche devant attirer une masse critique de scientifiques. Les propositions d’emplacement territorial adapté à des scénarios prévoyant un collisionneur d’une circonférence nettement supérieure à 91 km et comprenant plus de huit sites de surface se heurtent à des impossibilités de compatibilité territoriale et risques de réalisiation. Enfin, seules deux classes de configuration et d’emplacement avec un ensemble très limité de scénarios entrent dans le périmètre des limites de faisabilité géologique : entre 89 à 91 km avec huit sites de surface et entre 97 et 98 km avec douze sites de surface.</p>
<p>À ce jour, seuls des scénarios à 91 km et huit sites de surface semblent pouvoir satisfaire aux trois exigences suivantes: performances scientifiques acceptables, compatibilité avec les contraintes territoriales et compatibilité avec les contraintes géologiques et techniques. On verra ici que l’un des scénarios (PA31), se détache, sur la base d’une analyse multicritères. Il est retenu pour des études approfondies qui nécessitent des activités sur place, des échanges étroites avec des services compétents dans les deux États Hôtes et avec les parties prenantes dans le périmètre de l'implantation.</p>

<p>In the framework of the Future Circular Collider Innovation Study (FCCIS), in 2022 CERN issued a call to perform a large-scale survey in seven countries to a representative sample of the adult population in each country. This document is the summary report of the project under purchase number CA9283916, related to the international survey “The value of particle physics research as public good”. The project had the following main objectives:</p>
<ul>
<li><strong>Assess the</strong> <strong>public’s awareness of CERN </strong>and its research activity in countries with different types of relationship with CERN, including CERN member and non-member states that correspond to a scenario of potential FCC contributors; </li>
<li><strong>Assess if and how much a Future Circular Collider (FCC) research programme is worth to a layperson</strong>unfamiliar with fundamental scientific research activities<strong>. </strong>The value is monetised through the concept of "Willingness To financially Participate" (WTP) in such a scientific research activity;</li>
<li><strong>Test</strong> <strong>whether the individual WTP is influenced by the information about the equivalent per-capita annual contribution destinated to CERN by its member states</strong>, which are considered to be potential contributors to an FCC research programme. This annual contribution was calculated by dividing the total public contribution paid by member states (covered indirectly by taxes) by the number of adult citizens in those states.Specifically understand:
<ul>
<li>If the WTP is greater than the annual per-capita public contribution then the validity of the per-capita public contribution is confirmed;</li>
<li>If the WTP is smaller actual annual per-capita public contribution then there is a discrepancy between the value perceived and the value paid.</li>
</ul>

<p>This study is built on previous successful experiments conducted in France in 2017 and in Switzerland in 2019 and enlarged the scope to seven additional countries. Five surveyed countries are CERN member states and two are not members of CERN, but are involved in the LHC research programme and in the FCC international feasibility study collaboration. The fieldwork took place from September to November 2022 and involved 8'443 respondents. In total, with the respondents in France and in Switzerland, 10'448 respondents are considered in the analysis. </p>
<p>This document explains the methodology applied, including a detailed description of all the fieldwork phases (section 1), reports the descriptive statistics of respondents and their awareness of CERN scientific research and its mission (Section 3 and 4), and introduces the WTP results (Section 4). </p>
<p>The <strong>main findings</strong> of the report are: </p>
<ul>
<li><strong>The awareness of CERN is far below that of several other international organisations</strong> such as NASA, WHO and UNESCO, <strong>but it is higher than that of IMF, FAO and ESA</strong>. In general, <strong>less than half of respondents (41%) are aware of what CERN and its mission are.</strong> This awareness varies from country to country: the percentage is higher in CERN member states, ranging from 30% in Israel to 64% in Italy, up to 80% in Switzerland. In contrast, only 27% of respondents in the USA and 13% in Japan had heard about CERN before the survey. </li>
<li><strong>The share of respondents with a positive WTP ranges from 29% in Japan, to over </strong><strong>70% in the UK, Poland, Italy, Switzerland and the USA. </strong>The specific WTP value <strong>varies considerably </strong><strong>from country to country</strong>, with median values ranging from CHF 20 per person per year in Switzerland to CHF 2 in France (both are CERN member states). For non-member states, the median WTP varies between CHF 24 in the USA and zero in Japan. However, the mean value is CHF 10 for Japan which means that a significant fraction of the Japanese adult population values that type of scientific research. The <strong>variability is explained by</strong> the <strong>socioeconomic characteristics</strong> of respondents in each country, including the <strong>level of awareness</strong>, opinions about CERN, <strong>and attitudes towards scientific research</strong> in general.</li>
<li>Considering only CERN member states that contribute to the CERN annual budget, results indicate that <strong>the WTP is larger than the current actual tax-based contribution per capita in each individual member state</strong>. That finding holds true even adopting the median WTP which is a more conservative measure than the mean of the WTP distribution (Annex VI). Table 1 summarises the results. </li>
<li>The report shows that<strong> the value of</strong> <strong>a scientific research</strong> <strong>programme based on a Future Circular Collider perceived by respondents is higher than the actual tax amount transferred to CERN by the respective countries, </strong>and therefore <strong>no discrepancies exist between the WTP and the contributions actually paid today and potentially being paid by future additional contributing states</strong>.</li>

<p>To manage the Future Circular Collider (FCC) project, a systemic approach to managing documents is required.</p>
<p>The complexity of the project arises from its organisational, structural, physical and technological aspects, and from the diverse nature of the project documentation and the stakeholders who need to make use of it.</p>
<p>There is a critical need for a solution that can ensure efficient, secure, and accessible documentation workflows inside and outside CERN with contracted organisations and collaboration partners worldwide. Experience of the concept and feasibility studies between 2014 and 2024 shows that the management of the documentation is already challenging today, and the next stages of the project will bring an increase in quantity and complexity of documents and in terms of stakeholders.</p>
<p>The solutions available at CERN today (e.g. SharePoint, Twiki, CERNbox, OneDrive, Google Drive) are not document management solutions. CERN's Engineering Data Management Service (EDMS) provides only basic document management functions and lacks fundamental document management features such as a scalable permission management concept, on-line editing, automated information ingestion and processing, configurable views, consistent access management, automated version management (new versions are not automatically created after modifying the document), file system integration, intuitive search and filtering mechanisms, full-text search result presentation, user-programmable workflows, and dispatching mechanisms and most of all, suitable functionality to work with individuals, companies and organisations outside CERN.</p>
