<p>ePLANET project is a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. ePLANET aims to deploy a new clustering governance for energy transition based on a digital framework to share harmonized information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>This document proves the availability of the open call on the EU survey platform and provides information on the launched open call for follower regions. It describes the aim of the open call as well as the target group and describes which regional actors shall join ePLANET project as followers. The application process is described and the application form for the ongoing phase 1 of the open call is shown.</p>
<p>There will be four deliverables describing the selection and activities with the follower regions. The deliverables “D5.5 EU Open Call” and “D5.6 Evaluation report with assessment criteria matrix” will be directly linked to the selection process. The deliverables “D5.7 Follower Regions Evaluation Questionnaire” and “D5.8 Reports on join exchange activities experiences” will refer to the activities with the selected regions.</p>

<p>ePLANET project is a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. ePLANET aims to deploy a new clustering governance for energy transition based on a digital framework to share harmonized information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>The development of ePLANET is justified to deploy Energy Transition (ET) in public sector, for which the following challenges are targeted:</p>
<ul>
<li>Improving coordination between local authorities and regional governments,</li>
<li>Enhancing decision-making process in deployment of ET projects,</li>
<li>Providing coherence and consistency to the energy transition measures (ETM) to be implemented,</li>
<li>Encouraging the digitalization of measures and plans</li>
<li>Enabling an interoperable ecosystem of data and tools,</li>
<li>Building capacity of local authorities.</li>
</ul>
<p>All these targeted objectives will give the needed support for the energy transition decision-making process and its practical implementation.</p>
<p>The present report outlines the detailed structure and plan for the ePLANET Capacity Building Programme that will be implemented in the framework of WP4. The programme includes a total of 24 capacity building activities (8 per pilot) to be implemented from M20 to M31. Out of the 24 activities, 18 are private and 6 are public. Private activities are designed for representatives of a local authority in the pilot territories (which can be a city, a municipality, or an energy transition facilitator working for the local authority). Public activities, on the other hand, are designed to all stakeholders, including local authorities, regional energy and climate agencies, all energy transition facilitators, students, and citizens as a whole.</p>
<p>The capacity building program for each pilot comprises a set of activities including content-focused workshops, webinars and raising awareness sessions on Climate Change attracting a wider audience.</p>

<p>The ePLANET platform consist on different services that covers the needs and wishes identified in the surveys performed in the pilot sites and that are set as use cases. This set of services will be implemented through different tools and applications that will constitute the ePLANET federated platform, a multi-platform adapted to the pilot sites and easily scalable to other regions within the EU.</p>
<p>This document is the first version of three that will be presented at the end of each year with the status and developments of the platform end-user interfaces.</p>

<p>This document describes the ePLANET Collaborative Working Environment (CWE). The CWE have dif-ferent tools to be used for project members and envelops the project and consortium information, internal communications, meeting minutes, encompassing a wide set of features in order to manage documentation repository, internal communication, planning, including milestones and tasks sched-uling, Issues tracking, and progress Reports management.</p>
<p>The deliverable covers the ePLANET Collaborative Working Environment (CWE), and its maintenance throughout the project, which is based on three main tools: Nextcloud for file sharing and other utilities, Notion used as a Wiki for meeting minutes, tracking and verification of objectives, and GoToMeeting for online meetings.</p>
<p>The D1.1 Collaborative Working Environment (CWE) is the first deliverable of the project and WP1 with the aim to be a practical guide to the CWE of ePLANET, for present and future project members.<br>
This deliverable is a public document addressed to the project members and to the European Commission’s Project Officer.</p>

<p>This document describes the Guidelines and Quality Assurance of the ePLANET project. It defines the management structures and how decision-making is organised during the project to ensure quality assurance. It is also a practical guide for the preparation of all documentation to be collected and generated during the life of the project, setting out practices, standards and conventions, as well as the validation processes to be followed for deliverables. It establishes the schedule of internal and official reviews agreed at the start of the project. In addition, it defines the protocol in case of risk detection and establishes the methodology for its follow-up. Finally, it establishes the IPR guidelines to be followed during and after the project.</p>
<p>Quality assurance (QA) is a part of quality management focused on providing confidence in the compliance with quality requirements set either by the EC or by the project consortium itself led by the Coordinator.<br>
CIMNE, as project coordinator, based on its experience in EU project management, has adapted its quality procedures to the needs of ePLANET.<br>
The main objectives of the Quality Assurance are:</p>
<ul>
<li>To define the means to meet the objectives of the quality assurance process, and establish the activities and resources (personnel, methods and tools) to carry them out,</li>
<li>To provide efficient monitoring of all related activities and to ensure that the project will meet its specified requirements according to the criteria specified by the EC.</li>
<li>To address the risks and opportunities associated with its context and objectives.</li>

<p>This document summarizes the actions performed and the conclusions obtained to define the user requirements and needs in relation to Energy Transition Plans and Energy Transition measures. The methodology followed to build this deliverable is based on a set of specific surveys addressed to several pilot site municipalities, combined with virtual meetings between the pilot site managers of the three pilot regions and the conducting partners. This deliverable includes summary of the responses of the surveys among the interested municipalities of the three different European regions chosen as pilots and the conducting partners (CIMNE, ICAEN and 3OCLOCK). The aim is to develop a proof of concept in determining the real needs of public authorities that can facilitate the deployment of energy transition projects.</p>
<p>The three pilot regions are the island of Crete in Greece, the Zlín region in the Czech Republic and the province of Girona in Catalonia. However, the identification of needs from other municipalities, which gave support to this project, will also be taken under consideration if they have been surveyed. Since the number of municipalities belonging to the pilot site regions is large, a long-term survey strategy has been adopted and will extend beyond this deliverable. This deliverable synthesizes the conclusions of the first group of surveys and the remaining ones will be included in a specific section within the deliverable D.4.1.</p>

<p>The Replication and Networking Plan is designed to describe the replication activities and specify actions and provide a framework for them. The document can be clustered into two sections, the comprising chapters and the main focus, the specification of all replication activities. Within the comprising chapters, the project itself and the project partners are put into perspective of replication activities.</p>
<p>The strategic framework and the engagement strategy is highlighted and the impact including monitoring and evaluation methods is pointed out.</p>
<p>The specification of the replication activities covers a description for each activity on the purpose, the audience, the format and timeline. It complementary provides an overview of included partners and responsibilities as well as expected impact/results and corresponding deliverables. The ePLANET project aims to perform in total 65 engagement activities including communication, dissemination, capacity building, scaling up and replication actions, which can be categorized in four sections:</p>

<p>This document is the second release of ePLANET’s Communication and Dissemination plan, which updates the communication strategy already fixed in the first version of the document, and the corresponding activities. Further releases will be elaborated during project progress.</p>
<p>It is developed to spread the knowledge generated during ePLANET project, a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. ePLANET aims to deploy a new clustering governance for energy transition based on a digital framework to share harmonized information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>The Communication and Dissemination Plan will constitute the core document outlining the activities at the basis of the project’s dissemination and communication activities, and will set up and manage an effective communication and dissemination strategy to guarantee the scientific, professional and public coverage of the project results.</p>
<p>It will be subject to revision every 6 months in order to fine tune the dissemination and communication objectives with project results, and include potential new communication tools and targets that may appear over time. Thus, this 1st Communication and Dissemination Plan will aim at selecting which results should be given priority and how they need to be communicated within the first 6 months of the project.</p>

<p>ePLANET project is a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. ePLANET aims to develop and implement a methodology to enhance and facilitate multi-level governance for energy transition in public authorities and the coordinated adoption of Energy Transition Measures for achieving the European sustainability targets.</p>
<p>This document presents a desk review of existing governance networks, projects and initiatives, at local and regional level in the pilot territories as well as at national/EU level, aiming to improve multi-level governance coordination and monitoring of Energy Transition (ET) projects by public authorities. The purpose of the review was to identify best practices, barriers and lessons learnt, that could be linked to and contribute to the aims of ePLANET, whereby new figures/structures and tools will be proposed, to improve vertical and horizontal governance for energy transition.</p>

<p>This document describes each step of the process of the open call for follower regions of the ePLANET project including the duration of each phase. Further, the evaluation process including the assessment criteria matrix is displayed and the selection criteria to elaborate the most promising applications described.</p>
<p>Finally, the results of the open call are highlighted. The list of all 26 applications from 7 different countries is provided as well as the final list of selected and invited followers of the ePLANET project provided. The standardised communication with the applicants to invite them to join as followers or to include them for further activities is listed.</p>

<p>The Replication and Networking Plan is designed to describe the replication activities and specify actions and provide a framework for them. The document can be clustered into two sections, the comprising chapters and the main focus, the specification of all replication activities.<br>
Within the comprising chapters, the project itself and the project partners are put into perspective of replication activities. The strategic framework and the engagement strategy is highlighted and the impact including monitoring and evaluation methods is pointed out.<br>
The specification of the replication activities covers a description for each activity on the purpose, the audience, the format and timeline. It complementary provides an overview of included partners and responsibilities as well as expected impact / results and corresponding deliverables. The ePLANET project aims to perform in total 65 engagement activities including communication, dissemination, capacity building, scaling up and replication actions, which can be categorized in four sections:</p>

<p>The ePLANET project is a Coordination and Support Action cofounded by the European Commission through the Horizon 2020 program. ePLANET aims to deploy a new clustering governance for an energy transition based on a digital framework to share harmonized information, facilitating the adoption of coordinated energy transition actions by the European public sector. The improvements in the multi-level governance and the developed energy data visualization will be designed and implemented together with three regions: Girona region in Spain (DDGI), Zlín region in the Czech Republic (EAZK) and Crete Island in Greece (RDFC).<br>
Within this document (deliverable 5.7 “Follower Regions Evaluation Questionnaire”) the process, the methodology, and the results of the need survey are explained and the links to other activities within the project are highlighted. The results of the need survey will serve as the basis for the implementation of the joint exchange activities and the support activities for the follower regions.<br>
The report is structured in three sections. The first section introduces the report and sets the frame for the activities. The second section describes the methodology and results of the need survey and the third one shows the matchmaking approach between pilot and follower regions. The conclusions of the need survey for follower regions result in the final matching and the proposed joint activities displayed in Table 1.</p>

<p>ePLANET project is a Coordination and Support Action cofounded by the European Commission through Horizon 2020. ePLANET project aims to deploy new clustering governance for an energy transition based on a digital framework to share harmonised information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>This deliverable will set the procedure and key performance indicators (KPIs) for the follow-up and monitoring of the Energy Transition (ET) progress to be used in WP6. In the case of KPIs related to the stakeholder’s engagement, data standardisation, data sharing and wider replication, the starting point will be the KPIs defined in line with the ePLANET objectives. In the case of the KPIs related to Green House Gases (GHG) reduction, Renewable Energy Systems (RES) generation increase, and triggered investments, the KPIs will be revised based on the specific pilot site use cases, which have been defined in previous deliverables.</p>
<p>This deliverable will also define the methodology to monitor the impacts. The starting point of this methodology will be a detailed report on KPIs, energy savings achieved by past SEAPS/SECAPs and existing ET plans & measures databases in the pilot territories.</p>

<p>The ePLANET project is a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. This project aims to deploy new clustering governance for energy transition based on a digital framework to share harmonized information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>The development of ePLANET is justified to deploy Energy Transition (ET) in public sector, for which the following challenges are targeted:</p>
<ul>
<li>Improving coordination between local authorities and regional governments,</li>
<li>Enhancing decision-making process in deployment of ET projects,</li>
<li>Providing coherence and consistency to the energy transition measures (ETM) to be implemented,</li>
<li>Encouraging the digitalization of measures and plans,</li>
<li>Enabling an interoperable ecosystem of data and tools,</li>
<li>Building capacity of local authorities</li>
</ul>
<p>All these targeted objectives will give the needed support for the energy transition decision-making process and its practical implementation.</p>
<p>The present report outlines the results of a needs-assessment process conducted from January to May 2022 by ePLANET consortium to identify the main capacity-building needs, knowledge gaps and barriers of the municipalities in the ePLANET pilots in terms of energy planning and measures. Survey and interview results contained in this report provide a picture of barriers, topics of interest and challenges of municipalities in the ePLANET pilot regions. These results will help e-PLANET develop capacity-building activities for different type of actors in the region that are tailored to their needs and empower them to develop and implement their energy transition plans and measures, despite the increasing administrative and financial constraints that they face. Accordingly, it will feed directly into Task 4.2 – Strategies to overcome ET barriers.</p>
<p>The main findings were:</p>
<ul>
<li>Limited financial resources is the greatest barrier perceived by ePLANET municipalities to implement projects and design climate and energy plans. It was cited as a central issue by more than 88% of municipalities in the three pilots. A lack of technical expertise was the next most prevalent one.</li>
<li>With regards to sectors and areas, buildings and solar were highlighted quite unanimously as relevant sectors for municipalities in three pilot regions.</li>
<li>The strong need for specific support on finance is a matter of consensus for a large majority of municipalities in Girona and Crete. 80.5% of municipalities in these two pilot regions referred to the European Structural Investment Funds as an area where they have strong needs, and 75% to the innovative financing like EPC and crowdfunding. By contrast, only 27% of respondents from ZlÍn Region indicated having strong capacity building needs in finance.</li>
<li>More than 75% of municipalities in the three pilot regions reported having difficulties in specific daily tasks related to energy transition in the past months. Although difficulties are encountered in a variety of situations, there are specific tasks identified by at least 25% of municipalities in at least two pilot regions. These include collecting and interpreting local energy data, deciding which measures to save energy at local level and defining monitoring indicators.</li>
<li>Around 60% of surveyed municipalities in the three pilot regions attended capacity-building activities in the past 5 years. Most of them in the form of webinars. In the majority of cases, it was helpful for understanding complex issues but less for implementing actions or projects.</li>
<li>The preferred methods for capacity building are webinars, thematic workshops, coaching and study visits.</li>

<p>The ePLANET project is a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. This project aims to reframe the current governance model and design and establish a new clustering governance model to facilitate the deployment of energy transition projects, creating and improving coordination between different municipalities acting together. This needs to be based on a digital framework to share harmonised information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>All these targeted objectives will give the needed support for the energy transition decision-making process and its practical implementation.</p>
<p>Considering the outcomes from the T2.1 and T2.2, this document aims to design a new clustering governance methodology and specifications of the deployment procedures. Moreover, this document will define new figures and the definition of their roles, responsibilities and skills to be provided, depending on the public authority level.</p>
<p>The methodology followed to carry out this deliverable is based on meetings with the pilot site partners and through specific surveys. The three pilot regions, the island of Crete in Greece, the Zlín region in the Czech Republic and the province of Girona in Catalonia, have been consulted to understand how they implement ET projects and what mechanisms they have to achieve.</p>
<p>This document is the draft version, just the first steps in understanding the governance in the three pilot areas and a first glimpse and approach to clustering governance.</p>
<p>This document analyses and explains how each pilot region is currently governed and who makes it happen. The focus is on what we consider is the main tool for the Energy transition, which are the energy plans. Those Plans are performed by the different public authorities, whether they follow or not, the CoM methodology.</p>
<p>This first draft has a submission date for M10; however, a final version needs extra time and dedication to design the governance strategies validating the first identification of figures and a final and definitive governance structure and methodology. This final version has a submission date on month 20, April 30th 2023.</p>

This project aims to reframe the current governance model and design and establish a <strong>new clustering governance</strong> <strong>model</strong> to facilitate the deployment of energy transition projects, creating and improving coordination between <strong>different municipalities acting together</strong>. This needs to be based on a digital framework to share harmonised information, facilitating the adoption of coordinated energy transition actions by the European public sector. All these targeted objectives will give the needed support for the energy transition decision-making process and its practical implementation.<br>
Considering the outcomes from tasks T2.1 and T2.2, this document aims to design a new clustering governance methodology and specifications of the deployment procedures. Moreover, this document will define new key actors and definition of their roles, responsibilities and skills to be provided, depending on the public authority level.<br>
The methodology followed to carry out this deliverable is based on in-person meetings with each partner and through specific surveys. The three pilot regions, the Region of Crete in Greece, the Zlín region in the Czech Republic and the province of Girona in Catalonia, have been analysed to understand how they implement ET projects and their mechanisms to achieve it.<br>
Previously, the first draft of this document was submitted on 30th June 2022 (M10). The first draft was an overall analysis of the current status of the three pilot areas and a first glimpse and approach to clustering governance.<br>
Likewise, this final document analyses and explains in much more detail how each pilot region is currently governed and all the actors involved in the process of the energy transition deployment. After this comprehensive analysis, this deliverable also proposes a new methodology for clustering governance by defining new actors in the overall process of ET deployment, in each of the pilot region and involving its related country at national political level. The success of this implementation will depend on the real commitment from political governments.<br>
Ultimately, the energy transition’s success will depend on coordinated efforts at all levels of society. By working together, governments, industry, and international organisations, through clustering governance, can accelerate the adoption of renewable energy sources and the execution of energy transition plans.</p>

<p>This document is the first version of ePLANET’s Communication and Dissemination plan, which fixes the communication strategy and the corresponding activities. Further releases will be elaborated during project progress.<br>
It is developed to spread the knowledge generated during ePLANET project, a Coordination and Support Action cofounded by the European Commission through Horizon 2020 program. ePLANET aims to deploy a new clustering governance for energy transition based on a digital framework to share harmonized information, facilitating the adoption of coordinated energy transition actions by the European public sector.</p>
<p>The Communication and Dissemination Plan will constitute the core document outlining the activities at the basis of the project’s dissemination and communication activities, and will set up and manage an effective communication and dissemination strategy to guarantee the scientific, professional and public coverage of the project results.</p>

It will be subject to revision every 6 months in order to fine tune the dissemination and communication objectives with project results, and include potential new communication tools and targets that may appear over time. Thus, this 1st Communication and Dissemination Plan will aim at selecting which results should be given priority and how they need to be communicated within the first 6 months of the project.</p>
