usnistgov/hiperc: Completed Diffusion Implementations and Analysis

This release marks HiPerC ready for public consumption as a learning tool and teaching aid. The Diffusion Example has been implemented on both CPU and GPU using several accelerator frameworks, and the results have been summarized to make clear the increased code complexity and numerical performance compared to the serial CPU implementation.
