Here’s a minimal set of terminal insertions that allows the grammar to emit exactly

by choosing the usual branches (A61→A63 A62, A3→A4→A5→A9… for the coding region, A19→A14 A20 for the rest, etc.).  

1) In rule_210 we need to insert “29” before A25, “12” after A25, and “28” before the final 27 so that A9 produces  
   31 27 13 29 (24 25 26… 1) 12 30 28 27.  

2) In rule_266 we insert “20 19” at the front to get the 20 19 at positions 25–26, insert “8” before the “9,” insert “10” between “6” and “7,” and add “5 1” at the end so that A20 produces  
   20 19 11 5 8 9 (3 4 2 … 1) 6 10 7 5 1.
