The framework has been reviewed by the Journal Environmental Modelling and Software, and revisions suggested. This release incorporates numerous changes in response to the suggestions. The code is now not marked as a pre-release, and is marked as v1.0, since it is hoped no further changes will be required for final release and publication of associated article.
